UCP Central PA has a long history of promoting independence for people of all abilities by fighting for—and gaining increased access to—education, employment, and housing opportunities. Still, one of the greatest obstacles facing disability service providers—and one that has a direct impact on the lives of thousands of Pennsylvanians with disabilities—is the ongoing issue of inadequate government funding.

UCP has joined forces with other providers to demand action on three key budget priorities:

RAISE DSP WAGES

Under the current rate structure, providers can’t compete with other businesses for talented, qualified workers. As a result, dedicated direct support professionals leave the field they love—and for which they are extensively trained—to pursue higher paying jobs elsewhere. Inadequate compensation of DSPs has become Pennsylvania’s largest unresolved workforce crisis. The growing hole in the support system is only magnified by the recent allocation of additional funds in the 2020 budget for more people to be eligible to receive Intellectual and Developmental Disabilities (IDD) services (see point two below).

REDUCE WAITING LISTS

For years, thousands of Pennsylvanians have been on the Emergency Waiting list. These individuals are at risk and in need of immediate services and supports. Providers have continually requested funding at a level sufficient to reduce the waiting list by significant numbers. The most recent state budget included funding to help move 765 people off the Waiting List. The Governor is to be applauded, as it is a step in the right direction. But the reality is the DSP Wage and Waiting List issues cannot be separated. Without enough DSPs, who will be there to support additional people coming off the Waiting List?

STRENGTHEN EARLY INTERVENTION

Every child deserves the opportunity to reach his or her full potential. Unfortunately, critical Early Intervention services have been hampered by a decade of insufficient funding. While there has been some progress made on this issue in the 2020 budget, we need for legislators to restore funding to appropriate levels… so that all Pennsylvania children have a proper start in life.
