Judith A. McCowan
Judith McCowan is President/CEO of UCP Central PA. In her primary role as CEO, Judith McCowan is responsible for directing all facets of UCP Central PA, a leading mid-state disability services provider across a 17-county footprint, as she charts a course for its continued growth and success. She leads the agency’s strategic planning initiatives as they relate to program operations and will assume direct oversight of UCP’s HR, IT, finance, fundraising, development, marketing, communications, and community relations functions. In addition to her effective leadership skills, Judith has a proven track record of improving performance and profitability across public, private and nonprofit sectors alike. She has demonstrated strength in several key skill sets, including fiscal leadership, strategic business development, contract and grant administration, and project management.
Judith McCowan was most recently Chief Executive Officer of Core Business Consultants, a privately-owned firm specializing in consulting with struggling human services programs in their quest to achieve transformational change. Prior to that she was Chief Contracts and Program Officer at Melwood, a leading DC-based nonprofit provider of employment and supportive services for people with differing abilities. She also previously served as Regional Director of Operations and Federal Contracts Administrator at Bright Horizons Family Solutions, the largest provider of employer-sponsored childcare in the United States. She has extensive experience in childhood and educational program operations and as a K-12 private school principal as well.
An avid community volunteer, Judith’s time, talents, and expertise have benefitted the Public School Systems of Baltimore City, the District of Columbia, and Queen Anne’s County; Scholastic Press Association; The Council on Professional Recognition; as well as Chesapeake College. She has received numerous personal and professional awards for her transformational leadership, performance, and achievements on project work at the highest levels of government and on both the national and global stage.
She holds a Master’s in Business Administration from Drexel University and a Bachelor of Arts in Education from International Seminary in Branford, FL, as well as Masters-level Certifications in Advanced Contract Management.
Judith resides in Carlisle with her wife who is an educator and a 10-year-old daughter who is avidly engaged in performing arts.
